ECONOMY AND SOCIAL SERVICE.

Government intends to introduce

an

It is recognised that the country cannot indefinitely endure this expenditure, and the "Government is credited with a firm determination to avoid new taxation. It is predicted by people who know some thing of what has been going on in the various departments that when the Government publishes

the economies effected on the estimates of the present year it will be shown that every depart- ment of State has been compelled to pay its tribute. What the Economy Bill will deal with apparently are the statutory obligations which compel expendipare. These are largely included in the votes for social services. The growth of the Government's obligations in this respect is amazing.

Social services cost the nation no less than £339,310,218 in the financial year ended March 31st, 1923, and that Egure since then most have been considerably increased. The 1923 figure was fifteen times more than those services cast thirty years ago,

ין

In 1831 nothing was raised or spent on Health insurance, Unemployed Insurance, War Widows,

or Old Age Pensions. These aloue in 1993 accounted for £177,855,972. Education in 1891 stood at £11,497,880, and in 1923 at £8.998954 Comparative figures for other services Are: Treatment of Disease at £41,000 and £8,708,000; Housing at £941,580 and £11,715,024; Poor Relief at £9,351,003 and £47.217023, and Lunacy and Deficiency At $532,000 and £2,302,000 respectively, in 1891 and 1923. It is argued that the taxpayer contributes to all social services with the exception of expenditure under the Unemployed Workmen Aat: and that taxpayers pay the whole cost of War Pensions.. Widows' Pensions, Old Age Pensions, and just over hall the cost of Education. Ratepayers escape any contribution toward health or unemploy ment insurance. That is partly the feld of expenditure which has been ander the Economy Committee's survey, and the outcome of their investigation in the shape of practical legislation must be awaited at Home with very mixed feelings....
