SINGAPORE RUBBER QUOTATIONS.

Mr. Hoover's speech. pronouncing his official benediction on the plans of rubber and motor manufacturers, was broadcastceived from their Singapore agents: throughout the country.

Messrs. Carroll Bros. furnish" us with the following quotations yesterday re-

Before the Congressional Rubber In- vestigation Committee Mr. Palmerton.. chief of the rubber division of the United States Department of Commerce, gave evidence forecasting a world rubber short- age by 1930.

He estimated that the shortage by 1930 would be 37,000 tons, while the world needs in 1930 would exceed the current year's needs by between 150,000 and 200,000 tons. He said that the United States needed a million to a million and a quarter acres of rubber to meet her needs by 1930.

TEXTILE TRADE GLOOM. JOINT CONTROL SUGGESTED. Alderman Ban Turner, in his presi dential addresa at the annual meeting of the National Association of Unions in the Textile Trade at Bradford last month, said their members had been hard hit by unemployment and under-employment for five successive winters, and the outlook was scabre owing to general bad trade and the lack of purchasing power of the general public. There could not be an trade their biggest improved home. market-until the people had the money to buy the goods they produced.

"I venture" to assert-but I do not know (he proceeded)-that the trade is over capitalised, and that it is carrying too many passengers, that there are too many middlemen nibbling at the industry." I believe it could be better governed if there were forms of joint control estab lished between the three parties in the industry-the manufacturer, the worker, and the consumer. I feel sure that better buying arrangements of both raw mate." rials and general supplies could be in- stituted, that co-operative selling arrange ments could be established, and that waste of effort, energy and material could be established, and that waste of effort, energy and material could be avoided by a closer co-partnership with the two chief sides of the industry. There needs closer attention to business by many of the men. in business, less.

by heads of ca-canny firma, less week-ends and long holidays and broken days for leisure and pleasure than is the case to-day, and if the nation is to pull through there will have to be more co-operation and less of the mag- ging, narking attacks on the workers and their officials than is the case to-day. There is no natural cause for our dis tresses. They are all men made, and can be removed by men and women of good will Ihone we are not drifting to re- volution. We can win all by education and the ballot box."
