At a general meeting of the Town Planning Institute in London Mr. Char: les Reade, Government Town Planner, F.M.S. gave the following Address on town planning in the FMS
After an absence of eleven years and more from Great Britain I experience both diffidence and pleasure an speaking for a few moments on town-planning developments overseas in the countries with which I have been assosiated in.
During the past decade nothing had been more noticeable than the rapid diffusion of town planning knowledge and garden city propaganda in great countries like Canada, Australia, New Zealand and others. In Australia, per- haps, the most important advance had been made following the Australian town planning tour, and subsequent nationa! conferences in Adelaide, Brisbane and elsewhere. He referred to the creation of a permanent Department of Town Planning in South Australia, headed by

POSITION IN AUSTRALIA. During century or less of national growth and expansion Australasian towns and cities had suffered from disorganised and planless growths, which many coun- tries, both new and old, had undergone contemporaneously in spite of the magni- ficent foresight, courage and skill of the pioneer town planters responsible for the inying out of fine communities like Adelaide and Melbourne, or Christchurch and Dunedia. The heyday of pioneer town planning achievement had been followed by reaction, and he was remind- ed when vising the tombs in Canterbury Cathedral with other members of the Institute recently, of the story recorded of one of the early Governors of Victoria, who was called upon to deal with town plan proposing squares and open spaces. in the heart of the prospective city. The fact that the proposal was derived from English ideas and practice at the time. made no appeal. The Governor bluepen. cilled the fat on the ground that squares and upon spaces were undesirable, ipas much as they merely afforded convenient places for idle persons to congregate and preich socialism and radical gospels.

Town Planning progress in Singapore unfortunately had been tardy, in spite of the vigorous castigation which the housing conditions of the city received in 1918 at the hands of an official Hous ing Commission. It was by no means unfortunate that in recent years the foundations of town planning policy and activities should have been laid in the Federated Malay States where, on the whole, the opportunities for practical demonstration were waaier and not tom plicated to the same extent as in Sing pore by traditional usage and ideas a garding the use of land and buildings and private property by individus citizens.
