My Lord,

I regret to have to trouble Your Lordship's consideration with a series of Correspondence which has passed between myself and the Military Authorities relative to the construction of Ordinance No2 of 1845, which was passed to enable the local Government to raise an assessed rate on lands, houses, and premises within the Colony of Hongkong, for the upholding of the requisite Police Force therein; the point at issue being whether or not, Houses rented by private Individuals to Military Officers and to the Government for Military purposes...
