Though the absence of any regulations forbidding officers or men to go a week or more without shaving naturally ill- tates against their appearance being as amart, as the standard required in the British Army, the discipline and, morale of the Japanese Army is excellent, whilst the programme of training ensures a high" state of efficiency. If their "material" was up to the same standard as the personach, the Japanese Army, as a fight- ing force, would be second to none. Per- sonal observations made at the recently concluded manoeuvres, however, show that they are still far behind the armies of the Europenen Powers in this respect
ABBENCE OF TANKS.
Judging from newspaper accounts off the British manoeuvres, it would seem as thought the outstanding feature in the operations which were carried out in the South of England during the second half of September was the action of the tanks and the use of mechanical appli- ances of all kinds. In the Japanese manoeuvres, despite reports to the con- trary, not a single tank took part, and, with the exception of Staff officers' cars, despatch riders' niotor bicycles, and a few mobile radio seta mounted on motor lorries, even metor transport was con- epicuous by its absence. Second-ne transport hardly existed-in fact, its or ganisation and existence was, "not even taken into consideration in the scheme of operations and all guns and howitzers karse-drawn. Admittedly, for reasons of economy, the question or transport was avoided purposely; but, quite apart from this, the deficiency of motor transport in No. 188 Lee-Corpl. W. H. C. Robson the Japanese Army is an acknowledged

The carrying of the colours оп manoeuvres likewise seems unwise. Ques tioned on this point, a Japanese officer said that, in the event of a war, the real colours would not be taken into action, as they were too precious - He maintained, however, that the presence of such a symbol-even if not the normal one-bas such a stimolating effect on the men that a substitute for the colours would be carried, even on service, for display in time of special need. Tradi tion dies hard in the Japanese Army.
MACHINE GUNS AND WIRELESS. After an absence of five years from the annual Grand Manoeuvres held in Japan, the main. difference noted between the ones just completed and those seen in 1920 was the great increase in the volume of machine-gun fire. This is due to the recent introduction of light machine-guns on the scale of seventy-two per infantry. regiment of three battalions, thereby in creasing the number sevenfold Uther
