Although their names and the personal and official titles of the Commissioners may be different, the one and only one object of these ap pointments is to provide either a safety- valve for some considered dangerous to remain in China for the time being, or as a consolation to some who have failed to realise their political ambitions.
Only about two years ago, Mr. Chang Ju Shih, better known as "Chang Chien, Jr., was appointed Special Commis sioner to study industriat and economic conditions in Japan; Europe and America. His mission lasted well over six months, and cost the poverty-stricken Government no less than 850,000. What actual results he has achieved, ne can tell.

As the policy of the Japanese Government has been and is still strict non-interference with China's domestic strifes, there was no reason to fear, that the despatch of Japanese troops to South Manchuria would detrimentally affect Sino-Japanese relations.
Just at this moment, there is in Europe another Chinese iniasion, headed by General Lu Esiao Chai, son of Marshal Lu Yung Hsiang, who went to Japan and to Europe, to study the inancial conditions in those countries, He had great difficulty in raising the accesary money for his mission. The Ministry of Finance gave him, before his departure, a cheque cf 880,000 to cover his expensee, but the Bank of China, on which the cheque was drawn, declined to honour it, on the ground that there were at that time no funds on the account of the Ministry. General Lu had to go to General Chang Tsung Chang of Shantung, who forced the Tsinan Branch of the Bank of China to pay him the said amount, at the credit of the Ministry of Finance, of course! HELIUM DISCOVERY.
A most important discovery of helium (one of the lightest and rarest gasses) has been made in a deserted oil-field at Inglewood, some miles from Toronto, Canada According to the Manchester Guardian, this discovery promises to give the largest supply of helium from any source within the British Empire. It inay rival the deposits found in the ga fields of Texas Far-reaching commercis! possibilities are claimed for helium, which is lighter than hydrogon and non- inflammable.
The discovery at Inglewood resulted from intensive search carried out by the Department of Mines of the Canadian Government; as soon as it was made it was turned over to the University of Toronto. Only two other universities in the world are said to have been able to carry on experiments with helium, name ly that at Leiden, Holland, and the other at Berlin. In 1917 there were only 200 cabic feet of helium in the whole world. It is estimated that the Inglewood wells may produce. 100,000 cubic feet annually,
It is published at the Office of the "Hors LONG Dinr FaS."
