Mr Caldwell
Assistant Superintendent of Police has been suffering from
attacks of severe and repeated Intermittent Fever, followed
by protracted debility, loss of appetite, and general functional derangement. At present his health is much enfeebled. In consideration of the above circumstances I very strongly recommend that he shall be allowed
four months leave of absence that he may proceed to Singapore to recruit.
