Presby, is in the United States and making frequent shipments of varied pur- chases As shipments were expected at any time, Mr. Naftaly naturally presum ed that this was one; although he was not expecting any lamps. When he tried to move the case he found it too heavy akong to be filled with lamps. As it was in his possession he then ordered it opened, and finding the big consignment of dope, be called the city secret service and notified the brokerage company.

Mr. Cresap of the brokerage company reported to the collector of customs, and soon two sets of secret service men were claiming the Baul, after Captain Bor romeo of the customs service had made an inventory of it, finding 3,100 small tins and 60 large ones.. Delivery was then made to the city secret service, from which Mr. Naltaly obtained a receipt. He had also taken the precaution not to open the case further than to ascertain that it was neither. lamps nor any thing else for his company, and left this to Borromeo and the secret service mer.

The travellers stated that they, as woll og Ambassador Tanaka, had seen the Red State: "While Mr. Lenin lived there were in Rusia about 800,000 Com munists, some of whom were too extreme even for their fellow Communists. Re- cently they have struck out the names of 200,000 of these extremists. Both offi- cially and privately these Communists are privileged with a predominant posi tion and live an aristocratic life, while the labourers and peasants are in a more miserable state than they were under the tyranny. Against the persistent advice of the Communist's to affiliate, to the Communist Party and in spite of the practical demonstraction of the aristo cratic life of their masters, the workers and peasants would not join them, inas- much as they are convinced that sooner or later the Communists will come to an end similar to that of the nobles of the monarchical days. Even the Communists themselves are aware that their downfall is in the near future and they appear to be contented with their transient predom- inaat position."

BRITISH DYESTUFFS SCHEME. CHANGE IN CONTROL

The directors of the British Dyestuffs Corporation last month issued, an officia! statement of their proposal to buy oat the Government's interest in their com pany.

"It is proposed to pay the Government the sum of £300,000 for their 650,000 Pre- ference shares and '850,000 Preferred Ordinary shures. This will terminate the right of the Government to nominate two directors and its existing powers of veto and control

Hitherto the Government has vetoed any alliance with German dye companies. The directors, however, emphasise in their scheme that there shall be no alteration in the articles of association, which pro- ivide that not more than 25 per cent. of the company's shares may be held by foreigners.

Mr. D. R. Mackay, the secretary, out lined the proposal for the reduction of the issued share capital by approximately £4,400,000.

"It is necessary to reduce the issued thare

capital from £9,107,112- tö £4,773,680 to provide for cash payments. and for the amounts to be written off." he said. The way it.is suggested to do this is to cancel the 1,700,001 shares owned by the Government; to reduce the remaining issued Preference shares by Ban share to reduce the remaining issued Preferred Ordinary shares by one- third; to reduce the issued Deferred Ordinary shares by two-thirds; and by the consolidation of the various clasces, of issued shares into one class of £1 Ordinary sharES,
