SUBSTANTIAL REDUCTION.
In his defence of his budget, shys the Japan Chronicle, Mr. Hamaguchi rej |ferred to the shipping «sübsidies as evidence that his policy was not entirely negative but that he sometimes spent gladly. However, it appears that even in, the case of the shipping companies" demands he by no means gave them all that they asked for
Vader the decision arrived at by the final Budget Meeting of the Cabinet, the Communications Department is allowed to expend Y570,000 subsidies on new lines to be established early next year. One of the new routes to be opened up is the East African Line, to which |2,400,000 will be granted. This line is projected, as already reported, by the Usaka Shosen Kaisha, which drew up a operation plan on the basis of 7.750,000 which the company hoped to get as a grant in aid from the Government. The reduction by almost 50 per cent, in the subsidy expected will throw the original programme out of gear, and a fresh plan will be drawn up by the Osaka Shosen Keisha on the report submitted by one of the officers who is studying the situa tion on the spot.
Another difficulty faced by the com- pany in connection with subsidies is a reduction decided on by the Government in the grant given in aid of the Osaka- Dairen Line. The amount allowed so far has been 1.140,000 per annum, which will be cut down by one-half to Y."0,000. The line is operated with a fleet of four vessel's twice a week and the morement of cargoes on the route is expected to be brisker when the Russo-Japanese Com munication Conference makes projected plaas practicable.
The Luchu Line, however, will be sub- rel.sidised, beginning from the next fiscal year under the Budget drawn up. The amount to be granted is Y.20,000 per an num. The service has been conducted with no aid from the Government, and representations have been mado to it by the inhabitants of the island with a view, to the improvement of shipping facilities.

LONDON HOSPITALS. EQUIPPING THEM WITH WIRELESS.
The Duke of York on November 3rd, paid a tribute of praise to the scheme of equipping London hospitals with wireless. He was laying the foundation state of the extension of St. Thomas's Hospital. He remarked that one of the happy features of the ceremony was that every patient in the hospital wea'tnabled by means of wireless to listen to the proceedings and be declared, “All of us who have endured long and weary hours of pain and convalescence realise what it must mean to those, who use these wireless installations to feel that they are in touch with the outside world and that, every enjoyment of "oratory and music, every advantage of sicence and research, and every amusnicet are with in their reach. The Duke con- gratulated the managing director of the Daily News who is responsible for the schema on the magnificent · resulta achieved.
Up to the present time, over £24,000 have been raised by public subscription and with this money 38 hospitals coa- taining, 10,000 beds Have been built, The patients in these hospitala can thus listen at will to varied and entertaining programmnes enitted daily from the stations of the British Broadcasting Company.
CURE BY COLOURS. GREEN SOOTHING, BUT RED IRRITATING.
Dr. J. Dodson Hessey, writing in the Truetitioner on the subject of colour treatment for certain disenses, states. that he has had successful results with such treatment in cases of neuralgia, neuritis, insomnia, high blood pressure, mental depression, and other health disorders.
The three most useful colours are green, blue, and orange. Ho zys
Green has a remarkably Boothing effect upon the nervous system; it gives #sensasian of warmth and relieves | pain and lowers blood pressure, e
Blue contracts the capillaries (the smallest of the blood vessels), gives a sensation of coolness and tends to raise. the blood pressure; it also acts as a tonic.
Orange is a general stimulant, tonic, and vitaliser.
The freatment is given by means of a 1,000 candle-power lamp, and the patient wears a minimum of clothing, preferably a white gown.
