The issue of August 8th contains the detailed reply by A. G. M. to Wu Hon Man's Manifesto. This reply analyses very fully the various contentions put for ward by the Bolsheviks in their propaganda, and gives the British point of view. It should be kept on record as it will always be useful for reference purposes.

The issue of August 29th contains the full report of the great indignation meeting held at the Theatre Royal, together with the text of the Telegram sent to the Prime Minister.

The use of narcotics for their stimulat ing or soothing properties is an extreme ly dangerous practice and one that inevitably and remorselessly leads to terrible babits of vice. Most unfortuna tely, too, there is no end to such disasters, for the drug end derives intense satis faction from converting others

Cocaine, morphine, and heroin are doliberately taken by people of this vicions type in the hope that the strings of new sensations may be played, upon. Thus, among women of the underworld, cocaine and heroin are commonly taken (generally A snu) with the object of producing mental brilliance or physica! attractiveness.These attributes, even if produced at all, are rapidly followed by intense depression. This feeling calls for removal by a further dose-and thus the vicious circlé revolves.

This is fre quertly mixed with some inert substance (often boric acid), which latter swells the bulk of the powder, and, incidentally, also swells the profits of the sellers. It is used as a snuff generally, and, taken in this was the drug has an extraordi- nary tendency to enslave its users. A craving may be established in a day or two, and soon an addict may be a moral, and mental degenerate.

It is in common use in Eastern countries, and a case of its sale in England (under the pame of "Persian opium") was recently a well-kaown reported. According to toxicologist, this drug produces pleasur able sensations and is a deliriant poison: It is now included in the list of drugs of addiction and is scheduled under the Dangerous Drugs Act-a prompt and timely piece of legislative setion.

SMUGGLERS IN THE UNDERWORLD. Prostitution and the White Slave traffic were at one time important factors in. the development of drug addiction among the underworld class. It is to this cause, as well as to the ensnaring properties of morphine and cocaine, quite as much as to their deadfiness as poisons, that Great Britain owes the Dangerous Drugs Act of 1920.

Cocaine, morphine, and heroin have been amuggled into this country in the past in large quantities-Brilliant Chang. and Miyagawa being famous traffickers. It is diatributed to furtive street haw- kers in those great centres of our "popu Intion where so called "gay"-life claims devotees and victims.

Although Scotland Yard is ever active and vigilant, it is feared that Chang's mantle may have passed on to even more baffing successors.

1,000,000 ADDICTS IN AMERICA. For several years special attention has been devoted to drug addiction in America. It was estipated that the mum "ber of drug addicts in the United States

exceeded one million in 1918.

Drug addiction is an international question, and cannot be dealt with picce- meal.

As far as Great Britain is concerned, I am persuaded that, strong as the stranglehold undoubtedly was becoming at cre time, at the present time the vicious and illicit use of habit forming drugs is certainly not on the increase, An enlightened public opinion is begin- ning to regard these drugs ny evil thinga. Restrictive penal legislation undoubtedly has helped tremendously to bring this about, but I am sure that the (Continued on next Column);
