PARIS, November 5th By M. Painlevé's financial "plain, it is estimated that the pall-tax will yield 200,000,000 francs and the extraordinary tax on income and property 5,755.000.000 franca, both annually. Resources for the sinking fund also include an annuși con- tribution of two milliarda and (30 millions from the budget and proceeds of the short term loan service.
The short term debt may at present be be met by the Banque de France up to 8,385,000,000 franes by the issue of estra banknotes.
The Bill also anthorises the Banque to increase advances to the Treasury from

THE NEW TAXES.
The proposed taxes on incomes and property will consist of a sum equal to 13 times the net annual income on house property, 50 per cent. of the bet annual income on business profits: 15 per cent. per annum of the wet income for 14 years on French and foreign securities without exempting Government stock, which at present is free of tax.
There will also be a special graduated annual tax of between 3 and 3 per cent. an salaries and pensions exceeding 30.000 francs: 8 per cent. of the value above 50,000 franes on unproductive property. such as furniture, jewels, works of art. inese are applicable to everyone habitu- ally resident in France.
SHORT TERM LOAN.

RUSSIAN OIL FOR U.K. SITES FOR STORAGE BEING ACQUIRED IN ENGLAND.
LONDON, November 7th. According to the Industrial Daily News, the company responsible for the distribu- tion of Russian oil in Britain has acquired a site at Avonmouth for the erection of storage tanke, with a capacity of 8,000 tons of crude oil and petroleum.
A similar depot is being established at Grangemouth, and further sites will be acquired at important docks in 1926.
