Concern is felt in official circles at the resumption of the drug traffic in London. It is known that large quan. tities of both cocaine and heroin are now being distributed in the Metropolis.

A NEW GENIUS. Inspector Leach, who has a special squad of detectives at his disposal, is concentrating his attention on the dope traffic. There is no doubt that the place left vacant by Brilliant Chang has been £lled by man of equal organising genius and possessed of such a dominant personality that he has been able to put courage into the men and women who once worked under the banner of Chang, and they are again at their work of dis- tributing drags in the West End, but they are working with extreme caution.
The new master of the dope traffic in making use of the large number of negroes who live in the Tottenham Court- road district and who frequent publics houses in the notorious Beren Dials dis tricts.
It is known that comparatively large quantities of cocaine and heroin are being smuggled into England at various ports and supplies are transported to London by agents, who have motor-cars at their disposal.
The master of the dope traffic lives in the Hampstead district. He has a small business in the City and has so organised the traffic in drugs that he never actually sees the cocaine which his agents, distri- bate. He is known only to a small num. ber of men who take the responsibility of supplying men and women who frequent the West End with their deadly wares. Negroes who, in turn, use night-club women and others for the actual sale of packets of snow" are in total ignor ance of the minster" except that they know he exists.
His lieutenants, who are crooks with recorda" behind them, have been chosen for. that reason. Their employer has them completely in his power.
