When he was an undergraduate in the Imperial University of Tokyo he took a degree in Law-Matsui one day wandered into the class-room of Professor Lafcadio Heache. He listened to Hearne lecturing on de Maupassant, and his imagination was captured.". Hearne, the myoptic American scholar," who spent a working lifetime in interpreting the mind of the West to the East, regarded himself as s failure: yet the seed, he sowed germin- ated. And it was with the intellects of such men as Matsui that he succeeded. To-day, Baron Matsui-he was raised to the peerage of Japan for his services as representative of Japan at Versailles, and, later, on the Supreme Council--is as müch at home on the Quai d'Orsai, or at Buckingham Palace, as he is in his native Osaka or in the exclusive society of official Tokyo.
At Versailles Baron Matsui was known as a good listener. He rarely spoke, but when he did it was in a 'rapid, nervous French, perfectly free from Oriental cir emlocution. This mastery of a difficult Occidental tongue by an Oriental sur- prised all but those who knew that it was the result of a study which started in his, far-off Tokyo University days study which made this modern Japanese an authority on French life and French iiterature. No other living Japanese except, perhaps, the veteran Baron Haya- shi, Viscount Kato and Count Chinda knows more of the European mind than the newly-appointed Ambassador, Baron Hayashi (who is returning to England, as the guardian of Prince Chichibu) was shrewd, enigmatic diplomat, with a dis- concertingly sudden smile.
