As regards the date

Prisoners ought to be considered at the expense of the French Government, His
Excellency is of opinion that it should
commence from the 5th of October, the date of your letter to the Chief Magistrate, requesting him to issue the necessary warrants
to have the
men
kept in custody
until
you could hear from His Excellency the
French Minister.
