With reference to the 3rd paragraph of your letter to me of the 12th instant; No. 254, I have the honor to enclose herewith the Documents connected with the proceedings had in the Magistrate's Court in the case of the "Albert."

Upon this matter, had not the word "Apparently" the air of implying that something had been done by the police authorities other than was necessary. Not only had their proceedings the entire approbation of His Excellency, the Governor, but they had, as you are aware, your approval; and further declared to him that you would have applied for assistance had it not been anticipated.

The police could indeed have pursued no other course, the circumstances considered, and after investigating the case it simply remained for the Magistrate to decide as he did, that piracy was proved against the prisoners, their act being ... which no further cognizance could be taken in a British Court of law.
