A TOTAL EXPENDITURE OF £38,000,000
In White Paper isted on July 27th,
the programme of new construction for the Navy which it is proposed to adopt
in the present and three succeeding years was set out, the total Estimates amounting to £58,000,000

The White Paper states that the exis- Navy ing programme of construction Voter 1995-96 provides for progress on two battleships (Velaun and Rodney); five cruisers (Aems class), three cruisers (Bugham, Emerald, and Enterprise to be completed), one minelayer, two der troyers, three submarines (one O class and two L class to be completed)
The total provision in Navy Estimates for the above programme is £8,706,567, but if construction proceeds uninter ruptedly, and accounts can be liquidated punctually, the total expenditure may prove to be about £,647,000, or about £939,000 mors, and the amount remain ing to be met in subsequent years in £10,158,000, or £9,219,000 if the £838,000 is paid in 1923-99.
THE NEW PROGRAMME.
It is proposed to adopt the following programma of bew construction in the years 1993-90 to 1999-30:-

DEDUCTION OF PAYMENTS.-
The White Paper concludes: "In the light of all past experience, however, it is reasonable to anticipate, that pay ments will not fall duo at the above rate, and a deduction of 10 per cent. or more over part of the programme will almost certainly be made in or der to arrive at the Estimates laid be- fore Parliament in any given year." SUPPLEMENTARY ESTIMATE
A Supplementary Estimate for the Royal Navy, amounting to £100, was issued on July 8th, being the net de ficiency on gross expenditure of £80,100 for the year 1925-28.
It is mentioned that the proportion of the cost of the programme of new construction (announced by the Prime Minister in the Home on July 2nd), expected to be incurred during the cur rent financial year amounts to £397,170. Authority is sought to meet this addi tional expenditure to the extent of £447,070 by reduced expenditure in other directions, and to the extent of £80,000 by utilizing anticipated surpluses of appropriations in aid. A statement will be issued later in the year showing the effect of the supplementary estimate on the sub-heads of the programme of ship building appended to the original Nary Estimates
