amount to £23,200, showing excess of Estimated disbursements over Receipts of £15,500, to be made up by a Parliamentary Vote. In this amount is included the sum of £3940, being balance of the Estimate for the creation of a Government House.

I append herewith a Memorandum of the Colonial Estimates commencing 1848, the year on which I arrived in the Colony, the amounts as well as of annually granted by Parliament since 1845, by which Your Lordship will perceive a progressive reduction in the Demands of the Colony on the Home Government, and that considerable reductions have been made in the Colonial Establishments.

I again repeat that Your Lordship may rest satisfied that I will take every proper opportunity of reducing the Establishment so as to make the Receipts and disbursements approximate more than they at present; but until vacancies occur, it is impossible to touch the Emoluments of the present Incumbents, either with credit to the State or with justice to the rights of Individuals who have been induced to come to this distant and by no means eligible Colony.
