US. FILM SCANDAL.

DEVICE TO SECURE BRITISH MILITARY ESCORT: QUESTIONS IN PARLIAMENT.

Much indignant comment was aroused both at Sonthampton and in the West End of London on the evening of June 24th;by the use of Territorial soldiers to help to advertise an American film,

By some means the services of a detach.. ment about 100 strong of Hampshire Heavy Artillery Territorials and a band. were obtained. They met the Cunard liner Berengaria on her arrival at Southampton, and when the American who was, bringing

The whole proceeding was filmed Later the band and 50 of the sokliers. accompanied the American and Mis fim to London. From Waterloo Station they

escurted the film through the crowded

streets. to Wardour-stret, Soho.

The whole sffair developed into a sort of eireus. Posters and advertisement streamers in vivid colours were produced

and carried in the procession.

American film and escort it through Log don streets like a 'national hero, gave rise to intense indignation throughout the country.

The affair had a sequel in the House of Commons on June 29th, wheu Sir Laming Worthington-Evans (Secretary for War), replying to several questions about the recent use of British troops to advertise an American Sim, said that the explanation of the. Ermpshire Heavy Brigade Royal. Artillery (the unit concerned) was that they were approached by the agent of an American flm company to assist in a filin which, they were given to understand. was of a military character, representing Ter. ritorial soldiers entraining, detraining, and on the warch.

They consented to take part, in the 'be- lief that a flm of tins kind would entourage recruiting. No mention was made; addét the Minister, of an American film to be met and escorted, and nothing was said to them to make them suspect the real purpose for which they were required.

The officer commanding was the more easily persuaded's fall in with the pro posal because he was engage in a re cruiting campaign in Southampton, where the first part of the film was to be taken, and be was informed that London Ter ritorials would take part in the march in London. --

TROOPS RETURN MONEY.

The film company pail the travelling expenses of the Hampshire Artillery and 10s. and 158. to each mún and 225 to the band, which had been returned.

The officer in charge of the detachment, Maid Sir Laming, had reported:

Nothing whatever was seen of the film that we were prosunied to have been escorting, and we had no knowledge that any film was on the parade. At Waterloo, I was told by the police that the armoured car had received instractions to return to ita depor

We proceeded along the route the police had instructed us to follow, by Westmins ter Bridge, Whitehall, and Trafalger square to Wardour-street, as the represep- tative of the company said the film could only be completed in the studio. (Laughter.) It was not until we entered Wardour street that the real purpose for which the troops were needed became apparent, owing to a banner being unfurled in front of the band and handbilla being distributed. I. therefore, had the banner immediately re- moved and refused to take any further part in the proceedings, and, with as little delay as possible, the troops were marched up a quiet street-(laughter)- and then marchel back to Waterloo.

THE OFFICER RESPONSIBLE... · "Fortunately," added Sir Laming, “thei armoured car company were warned in time of the real object of the march and- did not take part. As the agent of the film company had previously applied to the War Office for soldiers to appear in scenes on the arrival of the film and had been told that permission could not be given, he should not have applied to Territorial unita independently, and, in any case, should not have concealed the true purpose.

"In agreeing to the company's proposal the officer commanding the unit acted with- out proper authority and contrary to the precise instructions contained in the regula tions."

This officer had hat long service and had. worked hard in the interests of the unit; but his judgment on this occasion was at fault, and be was made, the victim of a clever and humiliating hoar.

There was no question of permission having been given for troops to be used for advertising an American film or for any other commercial purpose, and he was glad to say that the British film industry showed. their resentment of the length to which this company had gone to secure publicity.

Both the negatives and the only positive copy of the film which was taken had been handed to the War Office and would not be produced.

FILM CENSORS BOARD Capt. A. Evans (0., Cardiff): Will the right hon. gentleman undertake to bring this matter to the Board of Film. Censors and ask them to take any action in con nection with the film in question they doem advisable in the circumstances?

Sir L. Worthington-Evans replied that there was no need for any action, as they had got the film and did not intend to have it published.
