DANGER OF LIMITING THE NAVY'S

In the House of Lords, recently, Lord Redendüle asked the Government for a statement as to the effect of any treaty declaration or diplomatic instrument now affecting the rights of this country to agt at sea on seaborne trade in time
of war. having regard to the experience of the actual working of the sea blockade of Germany in the late war.
It was common knowledge, he said that for the first three years of the war w did not utilise our powers to the falt. Lord Salisbury, replying for the Gov- ernment, deprecated making any full statement at this time, because, the situa tion produced by our experience in the war and the destruction of many of the ideals, which governed belligerent rights up to that time had produced a situation requiring complete reconsideration by the Powers of the world.
The policy of this country would he governed by the experience of the war, and he hoped we should be able to build up once again something like a proper system of jurisprudence in these matters,

During the past year the Automobile | Association, whose officers are in Fanum House, New Coventry-street, London, has specially considered the possibility of providing underground parking spaces in vities and towas, and has incorporated its ideas in connection with such facilities, in a model, showing what could he doné below Leicester-square, London. The two main points about parking, as distinct from garaging, are that it must provide easy ingress and egress, and he available for short periods at low charges. The ground rents in cities make the cost of construction on private property pro- hibitive, while, with the continued growth of road transport, it is important that roads and streets he kept as free as pos- sible from standing vehicles; therefore, the provision of underground parking places appears to be the solution of this important problem.
The association's model provides that cars and motor-cycles would enter and leave on the near side of the road, and thus avoid crossing other lines of traffic. Two entrances and exits will be necessary in case of breakdowns, accidents, and repairs, but the entrances and exits will he easily controlled, thus economising in staff charges, and facilitating the parking. of the vehicles in their alloted places. available, All the parking space would without any crossings, as trafic wil cir culate one way" only. The proposed underground parking spaces should be used exclusively for parking purposes, so that washing, replenishing, or repairs, will not be permitted, neither will the transfer of any inflammable material to a motor vehicle whilst in the parking place he sanctioned.
'BUS CONDUCTOR'S POWERS.
"NO RIGHT TO DETAIN PASSENGERS.

The extent of a 'bus conducter's powers with regard to tis passengers was discussed by Mr. Wilberforce, the Maryle bone magistrate, during the hearing of an interesting case which came before him last month. So far as he knew, be said, a conductor's position' was that of an ordinary individual.. If he had a com- plaint against a passenger he could make it in the usual way, and if the passenger declined to give personal particulars he had no right to arrest, detain, or other- wise obstruct the latter. If he did any of these things, the passenger was en- titled to use sufficient force to free him- self.

The case was ond in which a conductor employed by the London General Omnibus Company, summoned a lady passenger for assult. The complainant stated that the indy spread an apron" over two seats on the top of his bus and; placed her dog upon it, occupying a third seat herself. She declined to re- move the dog, and became abusive, and when asked for her name and address fused to give them. When she rang the bell to stop the bus witness put his en across to prevent-her alighting until she gave the particulars for which he had naked, and she then struck him in the face with her fist.

Shipbuilding firms at. Bristal Chaj mel. ports are much concerned at the lots of various repairing orders which have gone to the Continent, where labour and other charges give foreigners the advarstaga. One of the most recent instances that of the Bristol Steun Navigation Com- pany's steamer Juo. Tenders for repairs, amounting to thousands of pounds, showed that British free were at great disadvantage, and the work was reluctantly given to a firm in Holland, where, it is stated, this brand of the industry is subsidised by Ga vernment and local authorities in order to secure contracts in competition and provide employment in hipsardiin Bristol.
