Mik - regard to futura sales of land, lett be marked off the ground on paper as well on Assessor's Office, to be open to view at the ground itself. Let the lots be put up at a nominal price of one dollar an acre, and be Sold to the highest bidder, subject to the aforend assessed tae of seventeen per cent; the purchase money being paid at once, before delivery of the title; and let the lots so purchased be free from assessment for one year from the dates of purchase.

: prevent speculators from monopolizing land and from buying up the lots for resale, let aro transfer of ground be made by the first purchaser until the assessors, or a quorum of the Commissioners, shall havd viewed the lot for transfer, and shall have given their certificate that, in their estimation, the direct purchaser from Government to purchase his bona fide, for purpose of own site, and not for speculation, without due improvement of the ground; failing such certificate, let the ground Revert to Government.

Further, let the Commissioners have the power, at all times, after, say one year from purchase of unimproved lots, to view such lots, and determind, at the option of the proprietor, that the ground revert to Government, or be taxed on an arbitrary assessment, to be fixed by them. This, it is believed, would effectually stop the speculation for which many had to pay dearly!

The transfer of all lots should be registered in the Assessor's Office, the records of which should be open to the public without fee; and the Chinese should be permitted to lodge there for security, and native documents
