UNEMPLOYMENT-IN-UK:

THE INCREASES on 1924 figures.

The Ministry of Labour's figures, pub- Fished last month, showed that there are 1,219,200 people registered an unemploy ed, or 195,080 more than during the cor responding week of 1924. A representa Live of The Daily Telegraph who sought an explanation of this remarkable in. crease approximately a fifth of the total, was officially informed that it was partly ue to the state of trade, and partly to influences-due-to-legislation Latest Angust the Labour-Socialist Govern mrnt aaiended the law in relation to unemployment insurance, and, in the words of an official, it offered additional inducements to people to regialer. particular is made workers unemployed by reason of strikes in which they were not strictly parties eligible for benefit. and it presented that people out of work need wait only three months instead of six, before they were qualised to draw money from the Employment Exchanges, From July to October last there was i rise of

130.60 in the unemployment figures, and Mr. Shaw, the then "Minister of Labour, told the House" that about half-that number could be attributed to "the incidetzen: of the amending Aut." Ne new figures have been taken out, but in regard to the return's just issued it is bei lieved that this proportion would still roughly apply.

By far the greater number of the 1,919,900 people now out-of-work will be in receipt of beneft, and this is the word which the Labour Ministry prefers to use in place of what is popularly knowa as the lote." .lt is time," said an official. that the Press tried

to squash that offensive word altogether. For justification of this he referred to the two classes of unemployment benefit. One is the standard benefit, and is pay- abia to those who have paid all their weekly contributions, and who are thus entitled to it as a matter of right. The other is described as extended benefit, and is paid to those who have exhausted the benefit their contributions entitled them to but who are allowed to mort- gage the future, as it were, until their long spell of adversity ends and they are able to resume their contributions aguio. In this class are many genuine cases, and if it also includes the dele-drawers of the waster type. it was pointed out that these are being sifted by the almost daily prosecutions instituted by the Ministry. Even the wastër," it was further added, must have been a con. tributor a some time or other in order to be eligible, and as to the allegation. that servants prefer to draw benefit rather than enter domestic service, in was pointed out that domestic servants as such are outside the unemployment insurance scheme altogether."

Examining the increase of 195,080 in relation to trades, it is found that the bulk of it may be attributed to the plight of the miners, for within a year the unemployment in that industry has risen by almost exactly 100,000.. Ship- building, iron and steel, woollen manu- facture and the distributing trades, swell the roll to a greater or lesser de gree, whereas engineering and cotton are among the industries in which an in- provement has been reported. From the latest official statistics there are taken the following instructive Egures on the stato of unemployment in a wide group of trades:-

25,124 No fewer than 84,562 men in the build- ing trades are shown in this table to be out-of-work, and at first sight the figure ia startling. Closer analysis shows, how ever, that 28,461 of them were labourers, and 23,07% painters affected by seasonal depression in their occupation. Last month there were 3,588 carpenters, 1,081 bricklayers, 929 masons, 394 plasterers, and 230, slaters registered as unemploy ed, and the explanation given is that these may include the older men and those who draw beacht during the short intervals between one job and another, a thing they have every inducement to do now that the out-of-work qualification period has been reduced to three days instead of a week.

LUCKY CONTRACTOR.

STRIKES TIN ORE, AT KUALA LUMPUR.

Mr. S. Karuppiah, a contractor in Kuala Lumpur, has been very fortunate in connection with work which he under- took for the Electrical Department re- lating to the proposed new power station in Bangsar Road, says the Halay Mail He began the work some three months. fceb ago, and had dug, about ten when he came across tin. ore. He ap proached the Government in the matter mod representatives from the Mines Ofer inspected the place sad, as are ault, the Government now claims. 50 per cent, "of the value of the tin won, ́¡

It is understood that the contractor. has offered the Government 25 per cent. Negotiations are still in progress.

It is believed that there is a fair quan tity of tin in the land, and this has nocessitated the erection of gravel pumps and other apparatus to finish the remain- ing ten feet which has to be dug to com“ plete the contract...
