The news that the Germans had ea tured this important order came 45 30 surprise to shipbuilders in Great Britain. who had been asked to tender for thei work, and had been promised it even though their prices were appreciably higher. It is not deänitely known what the difference between the Gerninn fen- ders and the lowest British one amounted to, but we understand that it worked out at something like £80.000 per ship, or £300,000 on the contract. As depreci tion on their vessels is customarily writ ten off by owners at the rtue of 5 per eent, it will be seen that on this item alone 15.000 a year will be saved, while there is a further material saving in in terest. It will be understood, therefore, that Sir Frederick Lewis, the chairman of Furness, Withy and Co., despite his well-known anxiety to keep work in Greas Britain, had really no alternative hat to at as he has done, especially as the ships are intended for a service outside the United Kingdom in which freight rates leave an extremely small margin of profit.
German shipbuilders are naturally elat- ed over the capture of this contract the most important ever obtained from Eng Jand-ut there is no mystery about the causes of it. The disagreeable truth is, as Sir George B. Hunter, head of the great shipbuilding firm of Swan. Hunter, and Wigham Richardson, recently painted out, that our yards, burdened by high overhead costs and hampered by restric tions imposed by the trade unions. are quite unable to compete with those of Holland, Gereïnny, and Senndinavia, or even with France. In the anginal report of his arm, which has just been issued, it is stated that three of its yards had to he closed down during the year, and that unless prospects improve it may be neces- sary to cease operations at other of the company's works.

declared his opinion that the battleship's day as the ruler of the seas is gone, and that the real defence of any country lies in aircraft and submarines. The battle- ship may still be the backbone of the navy, as recently reported by the General Navy Board, Admiral Sims said, but if it is, it is suffering from a broken spine. If the combined American fleets were at- tacked by a dozen acroplane, carriers equipped with fifty planes oach, the Ad miral grimly declared, the best place for the United States Dreadnoughts would be as far up the Mississippi river as they could go. If he were required to rebuild the navy to-day, he added, he would bavo no battleships, but merely ero plane carriers. The "curse of the navy today, as always, Admiral Sims said. was the conservatism of the military) mind," and it was his own fight against the grim spirit of the naval authorities who hold on old traditions, that gave bim such a stormy career. "They never" give in, Admiral Sima said, and, ho provoked laughter by referring to the distinguished group of admirnis compos ing the General Board as a "gang".com. parable to men of the Middle Ages who hung on to their battle-axes and pikes, declaring that bows and arrows were not serious menace until disaster overtook them. The new British ships, Rutary and Nelson, Admiral Sims understood, were equipped aft na aeroplane carriers --" a great advance in the right direc tion"while the gun turrets forward, he said, were probably a concession to that same military conservatism " of which he had spoken, Bombing aero- planes, Admiral · Sims' concluded, could sink any battleship afloat, or paison gas dropped in the neighbourhood could be drawn down the ventilators and the ship out of action.
