THE COMMONWEALTH LINE.
AUSTRALIA TO SELL AS RESULT
OF HUGE LOSSES.
The Commonwealth Government na briefly announced by cable, a few weeks ago, has decided to invite immediate Lenders for this purchase of the Common- wwalth Shipping Line as a going concert, subject to the purchaser
1.Maintaining regular, effective ser vices between Australia mad Grent Britain and the Continent.
Not increasing freights or passage" ruter except subject to certain stig Inted conditions.
3-ot entering into arrangement with a shipping ring or combine. The tender will be subject to accept- ance by Parliament.
The result of operations since the line was reconstituted shows a loss in the saveu anonths from September, 1923, to March, 1984, of £245,474, and the esti mated loss from September, 1923, to Septeniber, 124, is £490,969, exclusive of depreciation, and despite the fact that the expital value of the line has been written down by over £1.000.000. Mir. Bruce the Prime Minister of Australia, observed that this unsatisfactory result could not be attributed to over-capitali. sation.
The Shipping Board, in making the port to the Government, stated that the present position was due
To high running costs as com pared with competing lines.
-Labour troubles.
3-The fact that the line could not ran without serious loss while ships on the Australian register were covered by Australian, industrial awards,
usaitability of the character of the tonnage
Of the thirty-two skips that remain after the sale of twentytwo the board found it more cconomical to lay up twenty-one, accumulating interest and upkeep charges pending sale, than to place the ships in canumission under exist. ing conditions. The board
of opinion that, even with the elimination of old and unsatisfactory tonnage, and the reduction of the feet to the lowest level, it was possible to run the line on an effective and profitable basis on the Australian register...
were
Mr. Bra remarked that the Govern ment had considered the following alter- natives:
To retain the fleet, transfer it to the British register, and man it under British conditions.
2-The sale of the line uncondition- ally.
3-The sale of the line under con- ditions that would ensure the retep- tion for Australian trade of a guaran teed, regular, and effective service, which would safeguard Australian shippers from the risk of exploitation by whipping ring or combine
The first two-proposals have been re jected. If a satisfactory arrangement should be arrived at under the third alternative, the primary function for which the Commonwealth Line was creat-

FLEET OF OVER 200,000 TONS
„WAR-TIME ENTERPRISE.
The Australian Commonwealth Line of straméra owas fleet of thirty-eight passengers and cargo steamers, repre- senting a total of well over 200,000 tons, and including the four well-known tur bine steamers of the Bay class of 13,850 tons each. These and a fair timber of smaller. vessels forming the feet are less than five years old. The Commonwealth Line runs a series of passenger and cargo ser- vices between Australian and British ports as well as Australian countwise ser- vices, and a line to Java and Singapore. It is under the management of the, Com- monwealth Shipping Board, and has its London headquarters at Australia House, It originated during the war period from the purchase by Mr. W. M. Hughes of seventeen tramp steamers for the purpose of carrying wheat to Europe, and possibly justified its existence as an emer- gency creation, but bas certainly not done so since as a commercial proposition. After the conclusion of the war it was kept in being and extended by the build- ing of numerous large vessels, and was turned over to the Commonwealth Ship- ping Board for management. The ships composing the original feet were paid for out of the profits of the first two years, but since then the line, which has been chiefly used for bringing Australian produce to England and transporting British migrants at the cheapest rates to Australia, has been consistently run at A loss. How much the losses amount to as a whole it is impossible to say, as in callier years of the line's existence no balance-sheets were made public, and it is only in the last couple of years that any agures have been disclosed. The career of the Commonwealth Line offers strong support to those who maintain that shipping business, which requires great elasticity, of management and the utmost rapidity of decision, is not suit able for control by a Department of State..

The weight of the bull was roughly ten thousand tons, and this great mass of metal was brought to the surface by means of filling with com pressed air all the compartmentaTM ge- mainin intact and attaching special; Boats beach side of the vessel.
