“Mr. Austen Chamberlain Servetary) and Mr. Amery (Colonial Secretary) were the principal guests in Birmingham recently at the thirtieth annual dinner of the Birmigham Jewel lers and Silversmiths Assceration, under the chairmanship of Mr. C. E. Collins, its president.
Responding to the toast of "His Majesty's Ministers, preposed by the Bishop of Birmingham, ole. Chamberlain, who was received with great cordiality, sail his object-as must be the object of any Foreign Secretary-was to establish, firmly the peace of the world. of unrest suffering profoundly from the ann the war, and that the first act of states. manship must be to give security to the new orler of things and to allay the forces which prevent progress, and which prevent it because they are so real and vivid and anxions." Provided that its friends did not expect too much of it in its infancy Mr. Chamberlain said, the League of Natiens would become strong in the councils of the world, bringing to bear the menul forces of the world on the side of justice and peace; but before the League could prove its usefulness a dit cult road must he travelled.
It had been suggested that his visits to Paris and Rome had been made for the purpose of constructing a front. against this or that party. Nothing was further from his thoughts. His task was to allay all differences and bitterness. (Cheers.) But old differences could not he allayed by forgetting old friendships: and the. first thing he had set himself to do was to renew and reaffirm the elose under- standing and cordia? relations which had existed between ourselves and
Gur Allies. France had need of guarantee against the repetition of the injuries which she had received in recent years; and until she received such security we would neither have allayed these fears aer, have taken the first step is and yesterday's towards the for- getting of ancient embittered strifes. Alluding to the re- cent exchange of Notes with Germany regarding the occupation of Cologne, Mr. Chamberlain said he regretted the 'tong and temper of the Ger replics and the speech of the German Chancellor on the previous night. "I am not going to enter into controversy conducted in that method, ac said. "I content myself with taking note of one sentence in the German Chancellor's speech, that his Government is absolutely determined to raake good any failures to disarm which may be proven by the Allies or come te its knowledge through other channels, and with repeating the last sentente of the Allies' Note, which seems to have escaped the attention of the German Government. that the Allies on their side are deter mined scrupulously to fulfil their "tr ahligations. (Cheers.)
EGYPT'S ROAD TO PROSPERITY
In the course of a lengthy reference to Egypt Mr. Chamberlain said the murder of Sir Lee Stack brought to a head a situation which had been festering ever since the independence of Egypt was restored by the free act of the British Government. The murder of Sir Lee Stack obliged the British Government th give a sharp lesson to the Egyptian Goy ernment then in power, and over which Zaghloul Pasha presided Zaghloul Pasha, had been warned by Mr. Ramsay Muc- Donald of the inevitable reauit of the edurse he was pursuing, and he met the friendly overtures of Mr. MacDonald with nothing less than an ultimatum, which refused to accept the haste conditions of Egyptian independence. Nothing short of the expulsion of Britain from the Soudan and the abandonment of our obligations in Egypt and the Soudas would satisfy his exorbitant and exaggerated claims. He was warned that if he and those under his influence continued to teach the Egyptians that loyalty to Egypt was in- compatible with loyalty to Great Britain the only result would be that the Egyptian forces would have leave the Soudan. But he persisted in his course of dis- loyalty to the fundamental conditions of Egyptian independence and hostility to British possession of the Soudan. When bis campaign resulted in the death of the Sindar, Zaghloul Pasla sought to evade responsibility by resignation, and left to others the task of solving the difficulties he had created, and saving the Egyptian liberties which he had so seriously en dangered, The British ultimatum did up more than was necessary for the hare pro- tection of our undoubted rights and in- terests and the fulfilment of our equally undoubted obligations.
The British Government was profoundly interested in the establishment and bonia- tenance of good and friendly relations with the people of Egypt. The Egyptian Chamber of Deputies had been dissolved, and to the Egyptian people had been given the opportunity of deciding what should be the trend and purpose of Egyptian policy. In that decision the British Government had had no share. "But I will venture to express the hope, Mr. Chamberlain added, thut
the Egyptian people will weigh well the consequences of the decision they are
