The undersigned resided with Mr. Pedder in a house situated about the present position of the Victoria Theatre, and in March of that year he was present when the pieces of ground immediately behind the present Clubhouse were measured in the usual manner as a grant to Dr. Young!
He was also present when a contract was made with Chinese, for clearing and levelling the ground, (which was very rocky and much encumbered) was made. He further recollects that Mr. W. Scott was also present at the time, and that he afterwards left for Macao in the Schooner "Primavera", which vessel, on reference to the Books at the Harbour Master's Office, left on the 22nd March, 1842.

Extract of Letter to Mr. Carrant, 11th April 1845 from Mr W. Scott.
In reply to your personal inquiry as to my objection to pay the rent which has been assessed upon Inland Lot No. 80, I have to state that, under the circumstances in which the lot is placed, there is a considerable overcharge on the rental; and that I consider myself entitled to an assessment of rental at the upset rate, and claim that the ground be placed on a footing with grounds of the same precedent; where, as in my case, the conditions have been regularly fulfilled on the part of the tenant.
In 1842, Sir Henry Pottinger made three grants, one to Mr. C. E. Stuart; one to the late Mr. Mercer and one to Dr. Young, the lot which I now possess. In the books of the Land Office this Lot is entered as Let for a Dispensary, and the Committee, considering my appropriation
