No 13 from Chow Hoaw or this appears a hard case; the Lot adjoins I. Lot 220.
that Mr. Mings case; both Lots had the same upset price, but this reached a higher price than the other; the rent of this L. 78.4.2, and are 10 houses on it, the tenant complains that he cannot even pay the ground rent from the rents he receives from the occupants of his houses. I think the upset-price might be charged in this case as in No.219.
I think a fair claim for compensation than one.
Nr. 14. C. Kerr, Lot 101. Upon this Lot, also, the ground is hardly available for more house, and, as it cannot be used for the purposes of trade, and considering the heavy outlay necessary to render it available, I am of opinion a reduction might be advised to the upset price, as the neighbouring Lots have all been resumed, and as at that sum the tenant might be induced to retain the Lot, be enabled to rent the houses thereon, and not let it go to ruin, and to the Government, worthless.
In conclusion, I refer the Committee to my letter to His Excellency the Governor, dated 18th July, 1849, "regarding certain Lots of Land that should be inquired into with a view to a reduction of Rent."
