MR. CLYNES'S WAY TO RESTORE TRADE.
Speaking at Darwen recently, Mr. J. R. Clynes, M.P., Leader of the House of Commons in the Labour Government, said that as political conflict must for some time be limited to the House of Commons they might well turn their attention to the problems of industrial adjustment of both production and of рду. There was the greatest need for facing every aspect of the question of output, but it should not be examined ia relatiba to manual workers alone.
The other part of the problem might be found in numerous instances of ex cessive profit on investments, apart from proper salaries and rewards for the direc tion, supervision, and management of great industrial concerns. Overhead charges, cates and taxes, the exactions of landowners in relation to the growth, of communities and the development and expansion of trade were all part of the same problem.
In the case of two great industries confronted by continued unemployment samely, shipbuilding and engineering -we could be our own mastera ia a com- plete sense, but until we could produce ships and machinery at less cost we should not be able to raise those trades to their pre-war level. ."
Better production did not necessarily involve harder work. It involved pet methods, more skilful sub-division, and the acceptance of any agency which would assist in increasing profit without increasing the price.
If workmen could be assured that they would share in the better results, and if they could see that so far as there was to be sacrifice and service for the restora tion of trade such sacrifice and service would be fairly ahared by all, they would shirk no duty or obligation which, pro- perly, they should face.
At Leeds, Mr. Clynes said that man who had not and the advantage of a long apprenticeship, good education, or work shop training should not be denied the chance of making the best use of natural ability or special exertion.

In the report issued of the recent. con- ference of metropolitan authorities questions arising from the quinquennia! valuation of property in, London last it is stated that while it must be year recognised that there has been an in- crease in the rents of smaller houses which must affect their Boqual value, there has also been a great increase in the cost of repairs, and hat, in con sequence, the rateable value is not in- creased in the same proportion as the increase, of rent.
As the highest rate" of deduction al- lowed under the present scale, namely, one-fourth, is not sufficient allowance to arrive at the rateable value in respect of the small properties, the conference suggested the following new scale of deductions:
Class One-Where the gross value does not exceed £40, 33 and one-third per ceat, or one-third.
Class Two-Where the gross value ex eceda £40 and not £80,25 per ccat, or one-fourth
Class Three.--Where the gross value excecs 80 but not 2160, 20 per cent, er one-fifte
Class Four-Where the gross value exceeds £150, 16 and two-thirda per cent., or one-sixth
In the absence of satisfactory evidence of restal value, theatres, music-halls, and picture palaces should be assessed on the basis of net earnings.
