There is an adjourned American proposal for a gradual elimination of the tradiu in opium. The American case is that the snuggling of oplum into America and its consumption there is having a demoralis- ing effect on America. By an unfortu nate misunderstanding of the facts, many American newspapers bave been holding up India as the chief offender, but no Indian opium is exported to America. No opium, also, has been exported from Talia to Chion since 1917, one illuminat- ing result of which achievement has been that the production and export of Chi nese, Turkish, and Persiaa opina has proportionately increased.
