We have had ample time to form
an opinion on the subject which, by his
Excellency's direction, has been submitted to
us; nor
have we omitted
any
significant
means to invite
complaints or representations, but have
adopted every reasonable mode, both by
advertisement in the public prints, and by
private
intimation generally, to make it known to Landholders and others that
information or suggestions regarding the tenure of land would be readily received and
considered
I confess that having been long aware that dissatisfaction
has at various times been expressed with the system
under which Land in this Colony is held, I was prepared to find substantial grievances
