There are other boy steamers toward Australia. organizations which do good work on a purely civil basis, but the, Cadet Force as constituted to-day in essence is that portion of the youth under voluntary in- struction which will train on a military groundwork and no other." It retains its civil ideals and develops along the lines of drill, spert, games, and gymnastics. It draws its strength from the churches, Becondary schools, missions, factories, elabs, and various city efforts among the poorer boys.

The Cadet year, with its annual in spection of units, hay just ended, and the reports, show fine spirit under serious baancial difficulties. The Cadets, as a whole, are smart, well developed, and full of initiative, but they want more officers of a good type. They look for- ward to camping time and save, weekly sums towards it. Such a body of lads deserves the best assistance that a Gov. ernment can give it, and the main desire expressed this year is for new clothing, as the old uniforms, are wearing out. There is no money to buy fresh stock, and parts of the force inspected within the last few weeks paraded in mixed attire or plain clothes. One suit for each Cadet during his service would be a sub- stantial help, but in some form it is hoped that the new Government will re- tara to the capitation principle. Several counties are preparing representations on the subject

NEW PRIVILEGES.

No rebuff or adverse turn of eircum- stances has been able to destroy the spirit of this, juvenile organization: A body which can weather all storms, make shift without financial backing, and pre- serve its traditions and service to the Crown is a national asset worth help ing. There is no. lack of oficial sym- pathy, and this is shown in the preser vation in the face of financial stress, of any forms of help, which, if short of the full measure, neverthelcas represent The something saved from the ase. Times has already in brief outline touch- ed on soine of the privileges, in announc ing the issue of the new regulations. La detail these advantages include the use of War Department" camping grounds, permission to obtain supplies from the Navy, Army, and Air Force Institute branches; the loan of tents and camp equipment; the use of Government build- ings, ranges, drill-balls; and exercise grounds; attachment to adult units, exemption from gua tax, inspection by military officers, the use of Service dress and its purchase from Government stocks, free entry to various competi tions, facilities to obtain certificate "A" of the O.T.C., eligibility of Cadet officers) for Territorial Army Reserve Commia- sions, attendance at promotion examina- tions, Government assistance in training, (Continued on next Column}..

eligibility of Cadets for artileer entry, reduced railway fares, the purchase cf ammunition and accoutrements, the loan of arms, freedom from some portion of recruit drill on joining the Territorial Army, and the use by units of the names of famous regiments as part of their titles, such as the 1st Cadet Battalion Gloucestershire Regiment.

Such "is the state of the force at the beginning of its official year. The worst period of change is behind it, and as in- fluential opinion is interesting itself in the movement, any farther changes are. likely to be of a helpful cature.
