there may be a strong case for the accept- aner of the German demand that the employment of German sailors ard s wards in British ships should now he' permitted. It would really mean nothing more than putting German citizens in the sanie position as aliens aot belonging to ex-enemy countries.

Before the war the percentage of | German seamen in British ships was not high. The largest number so employed was in 1901, when, according to the censtts of that year, there were 6,110, or just over 3 per cent, of the total qumber of seamen in British ships. The number fell to 4,881 in 1911, or not quite 3 per cent of the total number so employed. It may be suggested, therefore, that were the permission to be now accorded, the numbers that would take advantage of it might expected ant to exend some- thing like those figures, and might "be substantially less were employment not to be available.
DESERTIONS ABROAD.
Such numbers, it may be clained, would fall far below those of seamen who now desert British ships in United States ports, rucouraged partly by the high wages ruling in that country. for work ashore,and partly by the need of men in the United States mercantile marice. During the eight months from July 1st, 1923, to February 29th 1st as many as 3.925 me deserted, in Vaited States ports, and 2,115 men deserted in foreign ports. ncking is total of 8,02 me, or an average of more than 1,000 men per month from thi British mercantile

view that a relaxation of the regulation which would permit them to carry Ger man-speaking stewards "might be useful. Presumably these were companies which were providing services with German ports. At ore time there, was a consider- able German passenger traffic, but it has to he remembered that many German finer services have now been re-establish- ed and German subjects are accustomed to travel in German ships if sailings are provided. If, as appears likely, the German shipping policy of development is pursued, the German passenger traffic would becoise steadily less important for the British lines, and so there would be less inducement for them to be ready to engage German stewards.
On the whole, while there may be in- portaut commercial reasons for acced- ing to the German demand, it would appear that little, if any, direct becefit could possibly be expected to accrue to the British shipping industry, through its acceptance. As far as the shipping in- dustry alone is concerned, it would seem to be a case of the British giving and the Germans taking,
