"this Statement of facts will

show that the main bulk

of

the "Minden" might and ought to

be made available for the accommodation of troops during the hot season of the

year, and while the inconvenience

attending

the

opposite course is

fully and painfully before me,

I bring the

matter to your

Lordship's notice.
