HOLLAND-CHINA TRADING COMPÁNY,
TRADE'S GREAT NEED.
A STABLE GOVERNMENT.
By Sir PHILIP’LLOYD-GBKAME, Ex-Presi-{
dent of the Board of Trade.]
The troubles which affect Britain to lay may be summed up in a phense—the need for more trade. Given a great expansion in our export trade, the terrible problem of unemployment would vanish and we should be in a position to cope with our: other social difficulties.
While I was at the Board of Trade I tried, with the help of a very able staff, to collect the statistical information in a form that would focus attention upon the really important features of our trade position. The latest Bgures tell a grave story, which the country ought to realise. They make one anxious, but they ought | to inspire us with the determination to puli together to get things right...
Our export trade to-day is about N por cent. short of its pre-war volume. We have a much larger population. Our mechanical equipment has been trans- formed, so that the same amount of work is done by fewer men... The clock cannot be put back by altering that, for our in- dustrial competitors will always use the most up-to-date processes; and we must be in the van. What, then, is the lesson?
*
We must make up the shortage and sotnething more. That can be done only by getting the largest share we can of existing markets and developing new markets. The problem is easily stated. How can it be solved?

secondly, of such countries as will treat British goods fairly and not merely utilise whatever loans and credits they obtain kere for the purpose of intensifying their competition against British trade. In other words it is hoped by closer, co-operation between banking and industry that it will be pos sible to confine trade loans or credit out- side the boundaries of the Empire to such foreign countries as are either willing to expend the proceeds of these loans and Credits upon the purchase of British goods or to lower their tarifs in favour of imports from Great Britain.
benefit. ...Wild talk about the nationalisation of banks and industries is a national dan ger. Socialists treat business men as paríabs to be driven out. We want to encourage them to stay in and go in deeper. Instead of promoting industrial Corest we want the best that every section in industry can give, for only so can the standard of living be maintained.
Secondly, we must concentrate on the most hopeful new markets. Those mar kets are the British Empire. There lies the greatest hope for the relief of un- employment. The development of the British Empire (and the British Empire Exhibition has shown its possibilities) means immediate orders placed in Great Britain. It means more food and have to tackle the problem of war debts. re
It is well known that we never export CONTRACTS FOR FIRST SECTION enough to pay for the whole of our im ports. If we had not great volume of what are called invisible exports we could not pay for our food and raw materials. The invisible exports consist of the earn. ings of our shipping, the commissions earned on financial and commercial busi ness, and the interest on our foreign in
vestments.
In connection with the important cotton-growing concession in Iraq, gently secured by a British syndicate, it is understood that a £500,000 contract will shortly be offered to tender to selected British engineering firms for the construction of the first section of the necessary irrigation works
In 1993 the average monthly excess
complete scheme of works in of imports over cxports was about estimated to cost £17,000.000, and will £16,000,000 a month. That balance was include a barrage on the Euphrates, the much more than wiped out by our information of huge storage reservoirs et visible exports. It is estimated that the Habbaniyah and at Divalab, and the con net balance in our favour for that year The first contract provides for tempor struction of a vast system of canals was about £100,000,000-a' most substan- tial sum available for new investment and ry works consisting of a new weir and the reconstruction of certain water-. development. This year the adverse bal

This means that, unless we vas largely increase our export trade, the whole of our invisible exports will be required to make up our trade balance, and that none of it will be available for fresh investment.
Yet to develop new markets we must | have money for reproductive investment. There must be more national savings. No one would contemplate getting these by a reduction in the standard of living, and indeed any such reduction would re- duce the purchasing power of the homu market Yet that is where Socialism is Leading
We must save by increased production, and output, by the strictest economy in national and local expenditure, and by the reduction of taxation
The grave figures I have given show how important it is that the money avail. able for investment should flow into chan nels which will mean immediate and growing trade. They show how impos- aible are the promises of the Socialists to spend hundreds of millions they have not got, any attempt to raise which would cause ruin to the industry' and, the work- men of the country. They show, too, how criminal it would be to throw away in the barren wustes of Russin millions which. we would never see again cither'in orders or cash; and how vital it is to concen trate on productive enterprises in our own country and on the development of the whole resources of the Empire.
Stability, confidence, enterprise, good will. These should be our watchwords these, and the vision and the will to develop the resources of our Empire. And in politics the paramount need is for a Government pledged to this pur pose and strong enough to carry it. through.—Daily Mail.
