REPORT BY BRITISH COMMERCIAL COUNSELLOR

In a report on conditions in China down to June last Mr. H.-J. Brett, Act- ing Commercial Counsellor at Shanghai, remarks that the financial situation in China has continued to deteriorate, and that the outlook is moro hopaless than it was twelve months ago. The Peking Government is bankrupt, and has made no effort to meet its outstanding un- secured foreign obligations or, such of its internal debts as have not been secured on the surplus of the Customs revenues. The Central Government is nominally entitled to the revenues from the Customs, the salt gabelle, the wins and tobacco taxes, and the stamp tax; but the Customs re- venue, after providing for the service of foreign secured loans, is hypothecated for the payment of interest and amortisation on internal loans, and the actual surplus available is insufficient to meet these charges. As regards the wine and tobacco taxes and the stamp tax, only a small proportion of the revenues collected actually reaches the Central Government, the bulk being retained by the various provincial authorities; and apart from a few minor taxes levied in the metropoli-

Only one of the British-owned companies was in a posi tion to declare a dividend, and most of the Chiness concerns are little removed from bankruptcy.
