The publication of the tax lists was due to the amendment of the revenue law which was forced through Congress by the Democrats and Radicals over the protest of the Republican members.

The amendment providea that the public may be permitted to inspect the tax returns, but does not specifically state that the list of payments should be published. As the result, the newspapers of the country are filled with the most appetising morsels, which have been prin- ted for many day.

The capitalistic element, represented by metropolitan newspapers._bitterly criticises the action of the Treasury: Department in making the lists public, claiming that while the law grants par- mission to do so, it does make such action mandatory.
