THEIR OUTRAGEOUS" LANGUAGE, Shortly after the opening of the second day's assembly of the Trades Union Congress, in the City Hall, Hull, last month, there arose a lively debate on the question of relations with the All- Russian Trades Union Council. "It" ap- peared from correspondence quoted in the report of the General Council that, while there is a widespread desire to secure the inclusion of Russia in the international trade-union movement, one of the great difficultion is to induce Russia to agree to the rules and conditions of the Inter- national Federation of Trade Colons.

Mr. Ben Tillett, M.P., said the dole- gates ought to take cognisance of the difficulties of the international position in regard to the trade-union movement. He would not admit for one moment that those who attended at Vienna did not do the best that could have been done. Those who represented the General Coun cil had greatest possible sympathy with Russia, and he repudiated most strongly the right of any set of delegates to say they were the only sympathisers with Russia. Apart from home crities, there had been difficulty in the attitude of Ger- many and the suspicion of France and Belgium There was even a time when the Amsterdam International seemed to be in danger, and the British delegaten bad to sink some of their own notions in order to keep the organisation together.
