They left the matter (as I understand their statement) Wholly to Sir John Davis. If they did so, no doubt their reliance on the scheme was very great, and I think it is quite clear that their successor cannot now be permitted to abandon it.
On the question at issue, what the former Government had promised appears to have been that the Total amount had fulfilled what they considered to be their original intention. There was a neglect to make at the proper time a full disclosure.
I could see no end to similar claims, if they were permitted to be closed at one time, and reopened at another time, as suited the exigencies. (I am assuming the facts as stated) I therefore concur with the Judges as to the inexpediency of these claims, and that the people of the Colony must now be guided by the Ordinance.
