The report of the Commission, consist- ing of Messrs. Hu Hanmin, Wa Chao-chu Lao Chung-kai, Lui Hsing-yuan and Foo Ping-sheung, appointed for the investiga- tion of the case of the s.s. flor carrying. on board arms and ammunition, has now been issued for publication, says the Cantan Gazette.

The Commission finds.

1. That the Government had good rea son to detain the s.s. Hue for investiga tion. The as Har was reported to bo coming to Canton with a large quantity of armis and ammunition on board which were shipped at Antwerp. It was in cumbent or the Government to make the investigation in view of the following facts:-

(a) Antwerp being a port of Belgium, a signatory power to the Arms Embargo of 1919 prohibiting arms and noimunitions to be exported to China, how could arms be shipped from that port to Canton;

(b) There was found on board a mani- fest in which the original entry "machin- ery and parts of machinery was after- wards altered to arms and ammuni- tion in order to be imported into Can- As to this alteration, the Captain of
