Mr. A. Baikaloff said he was thankful to be given the opportunity of putting the case for Russian Socialism before a In gathering of English Socialists. Thousands of Socialists were in prisons and concentration camps. and the Soviet scelted determined to exterminate Russian Socialism. The Bol- shevists were selling the resources of Russia to the highest bidder. They were danger not only to Russia, but to the whole of Europe, and they were duing everything to prevent an agreement uu Heparations or the pacification of Europe- In the month of June fifty-nine persons were sentenced to death, and in seventeen days of July thirty-five people were similarly sentenced. There were 30,000 Socialists in Russian prisons, and 200,000 had been deported and exiled.

Replying to questions, Mr. Baikalo said that most of the death semences had been carried out, but some had succeeded in escaping on appeal. The people who were being executed were intellectuals, business people and workers, and few of them belonged to the old possessing" classes. The prine pal" charge brought against these people was espionage, and the Bolsheviks had invented a new crime-~~- economic espionage. He understoou that some of the Communists had protested against these atrocities.

A Delegate: We are told that the Soviet Government has made a wonderful improvement in education. Is that so?

Mr. Baikaloff: They have done it on paper. (Laughter.). The fact is that the number of people who cannot read or write has increased enormously. The works of Tolstoy and other great writers: are taken out of the libraries and burn ed. and only Communist literature ist allowed.

"A GREAT EXPERIMENT," Mr. Maclean (Burnley) said that the Bolsheviks bad made a great experiment. and they in England were indebted to them without considering the outrages they had committed. If the Bolshevik experiment failed, it would show it was wrong; if it succeeded, it would show that the bold step the Bolsheviks had taken was right.

Councillor Killip (West Hum) said he hoped that would not go out as an expres ston of opinion from the meeting.

Bol. shevism was not an experiment; it was an imposition. (Cheers.) The people were only hindering the cause of the workers. It should go forth from that meeting that the Social Democratic Federation had no king for and no desire to be associated in any possible way; political or social, with the Communist party in Great Britain or with the Soviet Republic. (Cheers)
