His Excellency the Governor having directed me to prepare plans for the construction of a Tread-wheel for the Prison here, I beg leave to inform you that I have done so;
but before proceeding further with the drawings and making other arrangements for the work, I wish you would have the kindness to draw the attention of His Excellency The Governor to the following circumstances connected with the proposed service.
His Excellency is aware of the extreme difficulty, if not impossibility, of manufacturing ironwork here either cast or wrought for the requisite machinery.
