The proposed amendment to the China Trade Act to overronte the above handicaps in a measure has been reported, upon favourably by the House Committee of the Judiciary and approved by the House Committer on Ways and Means. It now stands well up at the head of the legis lative ealendar of the House, and it is I hoped will receive favourable action early in the coming session of Congress, open- ing on December it. Mr. Rhea states that the question of! taxation, both Federal and State, is caus- ing a grat amount of discussion in the United States as the present time. It is true that the new Revono Act of 1994 gives the individual subject to the federal income tax a vary considerable measure of relief, although no relief has been given from State taxation, which in most States is increasing rather than decreas ing.
