On the 30 Nov:/49 Governor Bonham proposed for Lord Grey's consideration that Labuan should be appointed one of the places of transportation for Chinese and Asiatic Convicts from Hong Kong. The Gov. made this proposal because the expense of conveying Chinese Convicts to the Straits settlements was considerable, and because those Settlements were not particularly adapted for their reception.
Governor Bonham was informed in answer that the Gov. of Labuan would be consulted on the subject, that the result should be communicated to him.
