JAPAN'S LABOUR TROUBLES.

To many who have read of Japan's recent labour troubles as well as to many who are affected by them, they appear, Hike, any other modern products of Japan, to be an indifferen: imitation of Occidental modris, alys the Japa Chronicle. Strikes take place. more

often than not, among comparatively well-paid classes of employés, and with- out, apparently, any immediate cauer. Coming, as strikes have done, since the Great War-for pre-war strikda were few and not symptoniatis of any general ten- dency-it is remarked that strikers ar aften ren who, while getting more pay than before, have become decidedly less diligent at their work, and the "phrase "deterioration of thought." xa often used to justify reactionary measures, occurs, to mind as an explanation of the combination of discontentand in efficiency. It pointed out that strikes, by raising the cost of production, "deprive Japan of the position she obtained in the world's markets during the war. "But it is equally pointed out in any country where strikes take place that they are driving business abroad. The strikers retort that there is such a thing as elhciency in management as well as in workmanship and that there is very little economic difference between going slow and work- ing short time or between a strike and. temporary closing-down, and that one method of reducing natput is just ag much sabotage as another.
