I have the honor to enclose a Memorial, addressed to the Honorable the Lieutenant Governor by Mr. Smith, widow of the late Frederick Smith, Deputy Registrar, praying for assistance on behalf of herself and family, left in destitute circumstances, in the hope that the head of the department will be induced to forward it.

I have much pleasure in testifying to the excellent manner in which Mr. Smith performed the duties of Deputy Registrar during the five years he held that Office; in that long period I am not aware that he was absent a single day.
