The Minister of Health, shortly thereafter, appointed a committee to staidy this this question of substitutes, but today the report of no such com |mittee need be awaited: A recent dia" cussion on "Possible substitates. for cocaine," at a general meeting of; the Royal Society of Medicine, is reported in the Lancet (March, nd, p 596), and a variety of substitutes for cocaine are now available. But my present desire is to draw the attention of the Government to a subject which its members have hitherto bad "little occasion to consider, and to ask whether the oficial representatives of the Home Office on the Programme Com mittee are really acting in a sense which this Parliament would approve if it knew anything of what is involved. As re. gards the opium traffe, it is already, oli. vians that the ritish and French mem- bers of the Committee are bound by their.. instructions to deal very tenderly with existing interests and as regards cocaine no one will question that the Dutch ment- ber of the Committee is openly concern ed to defend the coca-leaf plantations of Java.
I ask the friends, of order and decency und youth in Canada and the United States, now fighting under the greatest. difficulties aganist the depredations of the cocaine habit, to observe that, say in Montreal, the drag they fight is grown thousands of miles away in certain coun- tries, extracted from the leaf solely in Germany and Switzerland, and thence sent to do destruction in North America, the chemists of which are fully capable of making aovocain and butyn (first con structed in Chiengo) for themselves, so that no need for cocaine exists there at

If the problem is to be solved it must. be solved in Geneva by the League of Nations. Meanwhile, incredible to re- late, under the protocol of delivery of) pharmaceutical products by Germany to the Allies, signed in Paris in 1920, Ger- many is required, without time-limit, to deliver to the Reparation Commissing 19.5 per cent of her total production of cocaine. That is to my, the Allies have contracted for, are now presumably re ceiving, and will continue to receivé until further notice large amounts of cocaine by way of reparations payments, and aro thereby stimulating further production of a drug which contemporary pharma- cology declares to be wholly superfluous. I suggest that questions might usefully be asked in Parliament as to what amounts: of cocaine and other noxious drugs have been received under this protocol and what has been done with them, "For my- self. I cannot conceive a more pitifully ironic spectacle than that of the police and Customs officers, and bealth officers and social hygienists, and magistraten and legislatures of Germany's, lato cuemics fighting vainly against the rav ages of a drug which should no longer exist outside research laboratories whilst their respective Government.com- pels Germany to supply them with it by way of reparations for the harm she did them in the war, and
