Commenting on this, the Japa Chronicle, states:-The above "news is, based upon the issue of a circular by the) Admiral Line, which gave the stevedor ing and warehousing companies advice to the covering of goods in the immediate operations connected with, shipping or unloading. In the case of insurance, it used to operate until the gorris had left the ship's tackle: then it was extended to landing on the wharf, then to the go downs, and so forth, this incidentally re- sulting in a good many claims at Yoko- bama, the marine policies, though operat ing to a certain degree on land, not spe cifying any freedom from hability in case of earthquake fires, and other commonly excepted, risks. The present case is not one primarily of insurance, but the same tendency is in operation the taking of riska on the goods a little further.

It is a very important matter for the shipper to get his documents posted in order that the consignee may receive them as soon the goods have arrived, and earlier if possible. Hence, it has become common for bills of lading to be issued against lighter "receipts instead of against mates's receipts. Going a littlo further, they are issued against goods in godown, or even in the act of packing in godown. Ordinarily this causes o trouble, and is a great convenience to all cotcerned. Of course, the goods some tunes fail to get hipped, but usually only fail to the extent of a case or two, or they get damaged in shipment, but again only to a small extent. The stevedor- ing companies are generally ready to make good these trifling claims. Times come, however, when a big claim arises on short shipments or damaged cargo, claims that could not have arisen if the gomis actually were on board in good condition when the bill of lading was is. med. Then "there. is trouble, and the convenient but regular practice stops. for a time....

"DIFFICULTIES IN JAPAN. Fg the present ease; so far as Kobe cargo is concerned, it is almost entirely on trans-Pacife cargo that the shippers want their documents early. For Euro- pean cargo the post rin Canada gets the documents to Europe in plenty of time.. So far as Kobe is cuscerned, the incon venience is almost eliminated by the ter that all ships call at Yokohama, and that the documents can be sent on by train and catch the ship up. Yokobania ship- pers are put to a great deal of difficulty, however, if they cannot get their doct ments til it is too late to post them on. the same ship.
