THE RIGHTS OF MOTHERS.
BREEZY DEBATE IN PARLIAMENT.
There are two classes of women in Crent, Britain-those who have possession of their children and those who have ant... said Mrs. Wiatringhnat (L- Louth), in moving the second reading of a Bill to give mothers and fathers equal rights in the guardianship of their children
The hare nots are in a majority," she explained There the "women who are legally married and behaving in a conventional way, and they have no right of custody of their children, no right to say where they shall be educated or where they shall live."
The mothers who enjoyed possession of their children were unmarried mothers. or wives who had been divorced or had got a separation order. The only way to obtain possession “of a child is to he Flung to one of these classes-of-unfortunate
women," she anîd...
UNHAPPY MARIAGES.
The law recognised only one head of a family the father. It was wrong that in the home the woman should be regarded as having an inferior status. "Marriages
a co-partnership, and any decision arrived at should be arrived at by reason- able agreement.” It was said there could be only one heat of a household, and that the Bill might price disagreement, but the measure would not interfere with happy homes; it would be invoked only where there had been tahappy marriages.
3 Robert Murray (Soc., Renfrew, W.), said a mother ought to have the right, to nominate a joint guardian with her husband for her children in the event of her death. A had known of cases in which unwise fathers had been left with the care of children, when if the mother could have nominate some of her own) relatirea much suffering to the child would bave been prevented,
Lady Terrington (... Wycombe), sup porting the Bill, remarked that she was gia ra Philipson had been converted and was going to support it,
Mrs. Philipson (C., Berwick-on-Tweed), quickly: May I interrupt the noble lady t I am a mother. I am interested in poor women and children just as much as the noble lady, and I speak-not only for the women's and children's interest Tit for the ita's interest.
Lady Terrington Bajd she was afraid Mrs. Philipson bad misunderstood ber She was glad there were four women in the House who were agreed on the second rending of the Bill.
THE FATHER PAYS."
Esthers had much loss to do with the upbringing of children than mothers. The father, does not buy their boots and clothes," she remarked the simply pays for them. (Laughter.)
Enfortunately," she said,** I have) nce any children, but I may have one lay, and then I shall know what a mother's duties arch she wilded that even if people had not children they could know the chief points about the upbringing of children. My mother was abroad-minded woman and toll me what to do in the proper way."
Mrs Philipson, Miss Jewson.(Soc., Nor- wich), and the Duchess of Atholl (C., Kinross and West Perth) alsp supported the Bill"
Sir Charles Wilson (C., Leeds Central) offered some lively criticism of the Bill,
remarking that it ought to be called a
Bill for the promotion of domestic strife. It was not a question of equality. Women now wished to establish by legal coact ment what they had-secured in practice.
*
I bave been married as many times as most people in this House," he added ns authority for his opinions. (Accord- ing to the record of Daid he has been twice married.] In the marriage service women were not in a hurry to state that they would obey, and he had conie to the conclusion that 90 women out of 100 who said it never intended to obey, pe
Lady Terrington: I beg your pardon: (Laughter.)
Sir Charles, Wilson said the woinan ruled in the home all the time. Only one person could dictate to him and that was his wife (Laughter.)|hard d
Mr. Rhys Danica, Ender-Secretary of the Home Office, apnounced that the Government, while accepting the main principle of this Bill, intended to intro- duce a measure of their own after Easter. He criticised some of the details of the present messure. The Government's Bill would embody the principle that in any dispute that came before a court of law the claim of the father and the mother should be equal. The main object would bo the welfare of the child. The Bill would also provide that a wife might ob tain an order for the custody and main tenance of the child while she was still, living with her busband, although no such order would be enforceable while she com tinued to reside with him
"#IBENT WOMAN."
Sir John Simen (L., Spen Talley) súd the provisions of the Bill would not affect the great majority of homes, but it was in the intereata of the few women who as the law stood could be made to feel their interiority by a cruel and bullying husband
Mr. Storry Doans (O Sheffield Park), criticising the Bill, said the wisst woman be ever Loow("Your wife," interjected Mr. Kirkwood) once said to him: "It is quite trus there ought to be equality between the sexos, but as between the man and the woman it can never be possible." He added that Mr. Kirkwood would know to whom he referred
Mr. Kirkwood (Soc., Dumbarton Burghs): I dat My wife in the wornan and I am the man. (Laughter.)
The second reading was earried without division
