President Palmer of the Emergency Fleet Corporation advised the Shipping Board today that approximately 200 additional vessels could be made avail- able if necessary to meet the demand for tonnage, arising out of the enforcement of section twenty-eight of the Merchant Marine Act which gives preferential rail rates to freight handled in American bottoms.
