award of pay, such award being at total variance with the spirit of the published regulations of your Majesty's Colonial Civil Service, which is of the following tenor,

the Secretary of State for the Colonies disapprove of the suspension of any functionary, such functionary shall receive the full pay of the Office from which he was suspended, for the full time that he shall have waited to know the pleasure of the "Home Government, although another Person may have been receiving the half pay of the Office during such period,
