REASONS FOR THE CONGESTION. This unusual rongestion of cargo in Yokohama is partly due to rushing in- portation of materials for reconstruction after the September earthquake and fre and partly to the importation of cargo to be exempted forum the custoins duty. SAVING LIFE IN TYPHOONS. SECRETARY OF STATE ON MEA- SCRES IN HONGKONG.
Mr. J. H. Thomas (Secretary of State for the Colonies), replying in the House of Coupons last month. to a question relating to the loss of the steamer Loong Sang during a typhoon at Hongkong, said that a letter on the subject had been received from the Imperial Merchant Ser-, vice Guild in October last, and had been referred to the Governor for his report. The gist of the report way as follows:-
The organisation of life-saving men
Harbour has received sures in careful consideration on several ocen sions. The provision of rocket and mor tar life-anving apparatus; it was decided," would not serve a useful purpose. Pro posals for the provision of a high-powered lifeboat have also been considered on former cecusione, and have been rejected. An arrangement was made with the Naval authorities for two naval tags to be made available to assist to tow native craft to shelter. The Government of Hongkong is giving further consideration, to the question of the use of tugs for the pur- pose of 'saving life during a typhoon, and proposes to build a powerful rescue tug, which will replace the present lighthouse tender Stanley, and perform the usual lighthouse reliefs and barbour work re quired and be available for rescue work after the height of a typhoon has passed.
